Start with the agency that created the photograph

For Radford City, Virginia, separate a police arrest record from a jail booking photograph. Radford Police’s local record service covers its own arrests. New River Valley Regional Jail serves Radford and provides a separate inmate lookup. If the photograph was taken during jail admission, start with the receiving jail; if it is a police-held incident photograph, ask the police records office. The two agencies do not provide the same product.

Write down the full name, approximate arrest date, arresting agency and any incident or booking number before making a request. Identify which admission or incident you mean, especially where there are multiple events. A request for “a mugshot” with only a common surname invites a namesake mismatch and does not tell the custodian which existing record to locate.

Ask Radford Police for the specified existing record

The Police Records Manager maintains departmental case files, arrest records and other police documentation. Radford’s Records page provides a request form to print and mail or bring to the department. Describe the particular arrest or incident photograph and ask whether it is held and releasable. The records office is at 20 Robertson Street, Radford, VA 24141, telephone 540-731-5532; its published hours are Monday–Friday, 8:30 a.m.–5 p.m.

Do not import the accident-report price into a mugshot request. Radford’s separate accident-report service has its own fee and release timing, while the records guidance describes actual-cost FOIA charges. Ask for a written estimate for the requested photograph or report and the available electronic or paper delivery method. No flat police mugshot fee or guaranteed photo-delivery time was verified.

The personal arrest-record service has identification requirements

To obtain your own Radford Police criminal record, the Reports page says to come to the department with two forms of identification, including one photo ID. It says an attorney seeking the person’s record must provide a notarized, signed consent form. The Records Manager’s local background check covers Radford Police arrests only; the department directs official criminal-history requests to Virginia State Police.

These personal-record instructions are not a promise that anyone can obtain another person’s full file or every image through the same service. For a third-party photograph inquiry, specify the public record sought and ask the records office to apply the correct access process. Keep a statewide history request separate from a request for one booking image.

Use the regional jail lookup for the custody event

On the New River Valley Regional Jail website, choose Inmates, then Lookup. Retain any matching booking details and ask the jail about the photograph for that admission. The official site lists 540-643-2000, physical location 108 Baker Road in Dublin, and mailing address P.O. Box 1067, Dublin, VA 24084. Confirm the current location and admission with staff if the lookup is inconclusive.

The presence of an inmate-lookup link does not establish that every inmate has a publicly downloadable booking photograph. Photo availability, the release format and any fee must be confirmed with the jail. Likewise, not appearing in a current custody lookup does not resolve an older booking, a transfer or the final court outcome. Ask about the specific dated event rather than substituting a commercial image.

Use the FOIA process with realistic cost and access expectations

Radford’s FOIA guidance describes access rights for Virginia citizens and qualifying media representatives, with statutory exemptions for some records. Ask the custodian to identify the applicable reason if a requested image is withheld, and whether a releasable portion exists. A request for an existing photograph does not require the office to create a new photo compilation or certify an unrelated website’s image.

The city describes charges based on actual work and allows an advance estimate. If the estimated response cost exceeds $200, it may require a deposit; the stated response period excludes time awaiting that deposit. A response deadline should not be read as a guarantee that a photograph will be delivered within that period. Narrowing the date range and record description can reduce unnecessary searching.

Verify the record before attributing or reusing an image

  • Match the agency and booking or incident number, not just the face or surname. Keep the retrieval date and record description with any image supplied.
  • Report an incorrect person association or booking detail to the agency that holds the original. Identify the exact entry and supporting document; a request to correct an error is different from a request to remove a valid public record.
  • A photograph depicts a custody or investigative event, not the court’s final decision. Obtain the appropriate court disposition if that is the fact you need, and use the Virginia State Police route if the actual task is a statewide criminal-history check.
